抄録: The 12th Festival of Pacific Arts was held between May 22 and June 4, 2016 in Hagatna, Guam. The Festival was first held in Suva, Fiji in 1976 to promote traditional culture among the nations-to-be in the Oceania Region when Western Samoa and Fiji were the only independent nations. Many of them have been undergoing a process of redefining their cultural identities after decades of foreign rule. Through the activities in the Festival, the Secretariat of the Pacific Community (SPC, South Pacific Commission in those days), which is the international organization to promote welfare and development in the region, planned to develop cultural identity of each country and to encourage mutual understanding and respect among them in order to cultivate a loose identity as Pacific people. The Festival has been held every four years and many countries have become independent since the first Festival. This time, 28 island nations and territories participated. The aim of the paper is to describe the anthropological research the author made during the Festival and to analyze her observation especially on the Festival’s political underpinnings.
